When working "on the fly" the temperature can be changed from C to F using the options menu. However, when programming a scenario, is there any way to change it?

We always use F. so we have it programmed into our Configuration- go to Edit>Configuration>Patient Monitor.  If you want it to be permanent, that's the easiest way.
